Introduction: Consolidating the Base
It is said that the Chinese word for ‘recession’ translates as ‘opportunity’. The global financial meltdown has forced economies the world over to test their mettle in an environment that gave new dimension to the notion of survival. The recession experience provided new opportunity to audit state capacity to rebound, and human capacity to innovate.
The Government and people of Saint Lucia have emerged from this experience with the assurance that much of our natural and human resource remains intact and unaffected by the bruising of diminishing investments; that what we still have in abundance is ripe and ready to be harvested; that our strategic geographic location offers new options to the recovering investment world; and that with prudence, vision and the confidence and cooperation of our people, the prospects look good.
